An installer should typically have shims which will correct leveling problems. After installing shims, the gaps should be grouted to provide more structure for the toilet.

Well it's pretty difficult to do it on your own and to use a level with it. You have to get a plumber to do it.

If the tile is uneven, then you will need to put a shim on the side of the toilet that is low, make sure the toilet is level, then set the toilet. Check one final time to make sure it is level, before sealing the base.

If you are wanting to level your toilet on your floor then you will need your basic level to do it.
