If you mean cleaning up a tile floor to keep the same tile then cleaning with a strong chemical and lots of elbow grease will do the trick. If you want a new tile then you need to chip up the old tile, remove all thinset and get a guidebook.
Tile lasts a very long time and is easy to clean. If your tile is in rough enough shape that you are thinking of buffing or filing it, you may just want to replace it instead.
Get a tool that will help remove the loose grout from between the tiles. ONces that done clean the floor, let it dry and then get new grout to put between the tiles.
