Traditionally one learns graffiti by heading outside, checking out what sorts of things other people have done, and throwing down some spraypaint. Learn by doing.
Start with good drawing skills, learn brush and airbrush techniques, research graffiti artists to choose favorites, then practice, practice, practice. Start small on paper to progress onward to larger-scale.
