You first will need to send out invitations to her friends. I would look for a plastic tea set in the toy aisle and use that for tea service. It may be fun to allow the friends to dress up in hats and dresses. Instead of tea I would use water or juice. Cupcakes would also be a nice touch.

Children love to act like grown-ups, so allow them to dress up in fancy clothes and let them sit by themselves at the tables. Serve sweet, light tea and cookies.
