To determine if the air filter is going bad simply remove the air filter and visually inspect for dirt and/or debris or discolorations.

Car may be getting poor performance due to a dirty filter. Car will be running lean and may be stalling. Remove the air filter and hold it up to a good light source. If you can't see through the filter when held up to light then it's time to replace the filter.

Well really you can't. Just your follow you scheduled maintenance guide. You can look at it to see if it is dirty and replace it as needed.

If there is an extreme ammount of filth on the filter it self. Many modern vehicles are equipped with an air quality device that will advise one to change it.
