On Pokemon Ruby or Sapphire, you must defeat the Elite Four, then watch TV at your house. After the first random encounter, the Pokedex will track him. During battle, use a move that prevents him from fleeing, then use a Great or Ultra ball once he is weak or sleeping.

The Master Ball is my preferred method of capture. If you don't have that, have a pokemon with Mean Look prevent it from escaping and whittle down its hp.
