Go to the office of the Housing Authority in your area. Each state/most cities have offices where you apply for Section 8. Look online or in the phonebook.
Contact your local Housing and Urban Development and they will see if you're qualified to apply. If so, they'll guide you through the application process and then you just need to get final approval.
