In most cases you will need to install a boost controller. This will allow you to increase boost over the stock level. However it will be limited by the stock waste-gate and turbo so you may want to upgrade. To get the most gain you should also have the computer tuned for the new setup.

It will really depend on the car and the turbo setup itself. Typically you can just install a manual boost controller and adjust the boost pressure. Some systems may require more modification to allow for boost increases.
