You can pin/tack fabric at the top of your window. You can tack it on the two ends and then a couple of times in the middle.

My unique way to make kitchen valances is to first purchase a thick curtain material and then two large decorative hooks. After installing the hooks at each corner above the window, drape the fabric across the hooks and pull down slightly in the middle to create a drooping effect.

Measure your window width adding on four inches. Take the desired length and add on 4 inches. This will give you the size of your fabric. Cut fabric. Hem the two long sides. Then fold over the top of the valance making a 2 inch pocket for the rod. Sew into place. Then, hem the bottom. You are finished!
