It depends on the general condition of the weather in your regiog, a 15lb felt must be used if the general climate is rainy however for snow, winds and ice its is better to use the 30lb felt.
If it is within your budget I would recommend using a heavier (30#) felt due to increase in durability, especially during construction where you will deal with fewer tears and have a safer work surface.
