Insulation should go first. with respect to tis insulation,what you are looking for is an ideal "R" value. If what you have now is equal to R-6 and your tagetwas R-25 you would to install the R-19 "6" thick attic insulation. The only reason you might want to at least temporarily remove the existing insulation is to lay down a vapor barrier first.

If it's a split system you have to use straps to suspend the unit from the rafters. If you want a window unit, you must have a window to put it in. If you have one, then hook it up and you're good to go.

To install an A/C in the attic build a platform and place the evaporator coil on it. Vent it through the floor and tie into a compressor outside.
