Consult a tattoo artist that specializes in cover ups. You want someone who knows how to blend the old tattoo into the new one.

Well unless you have a tattoo gun with coloring needles then you are not going to be able to add color. You need tattoo ink and a actually gun to get push the ink down into the skin. Otherwise the ink will simply just stain the surface and wear off later.
