There are enzymes that are used by professional cleaners that can be applied topically that will literally "eat" urine. But, that is only half of the problem. The urine will have penetrated into the backing of the carpet and the padding. Hot water extraction (steam cleaning) will solve the backing issue and replacement of padding in affected area is required.

Look for a cleaner at the store that is designed specifically to eliminate pet stains like that. If possible just wash the whole thin in the washer.

There are cleaning products specifically designed to remove pet stains. Home Depot sells one. If the stain reached the backing the rug is permanently ruined.

Do not use amonia because it smells horrible. It is simple, but the best way to get stains out of the carpet is with warm water and Dawn dish detergent.

Try to soak up what is already there. Then mix vinegar(1 part) and water(3 parts) solution. Scrub spot, then let sit 5 minutes, then soak up.
