Depending on the alterations you want to make, you can make a blouse fit better by putting on inside out and pinning the sides to fit. Take off shirt and sew along pin lines. Cut of excess fabric after sewing and your blouse will fit more snug.

You could take it to a seamtress in your town or city and explain to them what youd like to do to the blouse. If you prefer to do it yourself you could get a seam ripper and a sewing machine and attempt the alteration yourself
