Altering of pants simply means you take out an existing stitch and put in a new one to alter the original configuration of the pants.

If its just hemming that's easy. Roll up where you want them to set and pin. Sew by hand, machine or iron on tape. If there is more to be done, take the pants to a seamstress and have them done professionally. They can also alter other items. This saves on buying new clothes.

Dear Friend, you can alter the pants but again depends upon the cloth and the first stritch, but still if you wear the alter pants it look good at times, again its depends upon your body structure, so try to get a pant which is a branded and a good cloth.
