The simplest answer? Buy a replacement set of fan blades in a more desirable color. Painting fan blades is a bad idea - blades are carefully balanced so that they do not wear out the bearings in the fan. Painting will disturb that balance and possibly damage the fan.

The best thing to do is to sand down the fan blades. Then you can restain the blades to make the brighter or duller.
