Buy a fancy looking dress. Focus more on make up afterwards. Other than that, it should be fine the rest is her selling the point of the outfit by acting.

Go to thrift stores! They always have neat and "retro" things in there that could help you pull off a model costume perfectly. And depending on your daughter's age/size, you could find something flashy in the junior's department of a department store and alter it to fit her. And you can't forget the big sunglasses and heels!

Get good matrial and make a long, black gown with off the shoulder design. Get witches hat then use dress for evening wear later. Two for one- really a hit.
