Look for polka dot material to make a dress (or purchase one). Find black shoes and white gloves. Have your daughter wear mouse ears.

put her in a black, full body leotard, paint 2 black circles on cardboard and glue them onto a headband, paint her face and put on a red skirt.

Look for an easy pattern-- in the correct size-- with a very full ruffled skirt; make it in a bright red and white polka dot print with a VERY full petticoat under it. Pair with a matching hair bow, mouse ears/tail, red shoes, white teeshirt and gloves.
