It would be pretty simple with some cardboard, pencils, and glue. You could make the stable out of cardboard and make the figures out of cardboard too. It wouldn't be too hard to make them stand up, but it might be difficult to draw them if the kids are young.

An easy way to approach this craft is to use old-fashioned clothespins for the main characters. Paint on faces, then wrap them in felt, using chenille stems for arms. Cut the clothespin in half for the baby Jesus. Use wooden spools as the body of the various animals.
