You need to check your local and state laws- some states have harassment and stalking laws, some don't, but counties may, or federal law may apply. Some have only sexual harassment laws, some have laws that go more in depth. I would ask my court clerk, or google state laws and precedents. Ask your local police, and involve them.

Before you file make sure you have lots of documentation to back up your claim. You may also need someone to back up your story and be able to show a consistent patter of harassment. If you have that then you can proceed.
