Bagless vacuum cleaners are NOT best for someone with allergies. A vacuum cleaner with a HEPA filter is best for people with allergies because of its superior filtering ability.

Vacuums without bags are easier to clean up than ones with bags. The bags can easily rip and the dust is released into the air again. Bags also do not contain the mess as well as a canister because of the organic nature of paper. A bag less vacuum can be easily emptied and cleaned.

They have more filters on them then traditional vacuums and remove more impurities from the air and surfaces they clean.
