                                                          It seems unlikely. A dog's mouth is not set up for blowing out in a whistling manner. It's possible that you could use some sort of mechanical device to blow the bubbles so the dog could play in them, but I'd think the detergent used to make the bubbles would be toxic to a dog. You never know.
