Inhaling and exhaling do not alter your blood pressure. When you hold your breath, however, your blood pressure will rise.

A single inhalation or exhalation should not effect your blood pressure. A sustained lack of breathing will initially increase your BP as your body attempts to purge excessive CO2 causing your heart to beat faster. If deprived of air long enough it's fatal, ultimately lowering your blood pressure.
