Yes it does. Your body itself doesn't know it is 28 days, that is just the amount of time it takes for the egg to travel in your body and the time it takes for your uterine lining to shed dead tissue from your body.

It doesn't, to be honest. 28 days is an arbitrary 'average'. Most women will find that there is some irregularity, at the very least, and many women will find their cycle operates on a slightly different cycle. One interesting thing is that when women live together they will often synchronize.
