Yes they do. It small below on their abdomen, Dog fetuses, like other mammals, have an umbilical cord which tears during birth.

Yes, puppies do have belly buttons. They are not as prominent as a person's navel, though. The belly button is formed where the umbilical cord was attached.

All mammals have belly buttons, puppies included. On most furry mammals the belly button is hidden from view. Belly buttons are just scars from umbilical cords.
