While client's don't mail W-9s to the IRS, the IRS does require that they have an accurate W-9 for the independent contractors hey work with, and especially so for independent contractors they pay $600 to in a tax year.

Yes, a W-9 is used by independent contractors and you must provide accurate information on your name, address and tax payer identification number, your social security number. The form can be downloaded from the IRS and given to your employer.
