No. However, Catholics do believe that God allows evil to happen. Evil is the result of sinning--and the decision to sin is made only by the sinner. Thus, not allowing evil to happen would require God to deprive people of their free will, which He would never do.

Catholicism preaches that god created all good. He gave the angles a choice to accept him or leave him. This rejection is the first "sin" in the newly created universe.
