Yes, you can use any spray paint to stencil a t-shirt. The cheap cans of spray paint works well, so there is no need to spend a lot on expensive spray paints. You will be able to wash the t-shirt as you would any other item of clothing and it shouldn't wash off.

No, its probably flamable. There are fabric paints on the market for this purpose or you can use RIT dye to make tyed dyed shorts. Spray paint has to be done outside and is not good to breath in.
