You should be able to find them at a party supply store, a store that sells costumes or your local craft store. Small regular stencils from the craft store could also be used.

Party stors such as Party City, Party America, and Giant Party store all have both real and online versions where face painting stencils are available. They are also widely available on the internet if you just search for "Face painting stencils, buy."

Stencils are very popular and many general retail stores like Wal-Mart or "dollar stores" will carry a wide variety, usually as children's craft items. The sheets are often thin, easily modified for size, and are probably the easiest option in the long run.
