There are many dog owners who have successfully managed to train their (small!!) dogs to use a litter box rather than go outside. (This is simply a variation of those who use newspaper/pads.) A quick web search or a call to a local pet trainer will hook you up with plenty of training techniques.

Any dog can learn to use a litterbox. You can use a regular litterbox (uncovered), but you'll need to buy special doggie litter. You train a dog to use the litterbox in the same way you housetrain--vigilance, patience, praise and treats.
