Look around for tiny video camera's. You can purchase a machine to sweep for bugs and other high frequency devices at a spy supply store. Look around when you are outside to see if someone is following you

During the day you may see a camera somewhere outside their house or at night you may see a blinking red night somewhere outside.

1. Do they have a security camera that is aimed toward your property instead of their own. 2. If they are working outside a lot, are they on the side closer to you than anyone else more often?

As telling to the neigbour directly about the surveillance is not in good taste because of the best relation to be maintained with your neighbour, we should let our neighbor know about the same by not looking them directly; have a right turn on seeing him, stop and reverse your direction and this gesture is enough to make him understand.
