Ordinarily, the landlord does not have to lower your rent or treat everyone the same. The only exception is if he illegally discriminates based on a protected class (like race).

Unless you live in a rent-controlled community with a standard rental cost guideline he, unfortunately, can do what he wants. There may be underlying reasons why he has reduced the neighbor rent that you do not know about. If you have a good relationship with your neighbors you could ask them how they got so lucky.

Unless you can show that illegal discrimination is the basis for the difference in rent, this action is legal. Each lease is a separate contract between distinct parties. Your landlord is allowed to ask for a specific rate for each lease term; you are free to accept or decline.

No, it is not. Each rental contract is an individual agreement between the landlord and the tenant, and the terms of one contract are independent of the terms of another lease agreement. The landlord is free to charge different prices to different people and is not required to offer the same deal to everyone.
