Starting at the lower edge of the roof roll the underlayment hoizontally across the roof. Use a stapler to secure the underlayment. Continue this process until you reach the ridge of the roof. Many townships will require that the first course of underlayment actually be a weather shield membrane which is still installed in the same manner.

This is a pretty simple job. All that has to be done is to roll the underlayment down in the opposite direction of the roofing and tack or staple it.
