Liquid dishwashing detergent and water should do the trick. Mix the liquid detergent, about 10-15 drops into about a gallon of water. Mix well and throw onto nest.

Killing bees yourself is bad thing to do, what you want to do is contact pest control or better yet contact a local bee keeper to take care of the bees. Also it possible to calm the bees with some smoke until the proper authorities arrive.

I wouldn't suggest to kill them. What I would do is call animal control. Since there is a shortage of bees or "bee drop". Or find beekeepers in your area.

Waiting until dusk, the bees can be eliminated through the process of placing a net or screen over the bee's entrance and then pouring scalding water into the nest.
