Soap-water kills bees, as well as most insects, by clogging their pores so that they suffocate. Use some type of devise that can shoot liquids under pressure so that you can shoot the soap-water at them or their nest from a safe distance.

You can seal the entrance with soil and bury opening with dirt. Or place a bowl over the entrance, leave it there for a few weeks. And last but not least you can pour a solution of soap and water into the nest will help to destroy the ground nest.
