It mostly depends on where the water damage has occurred and how extensive the damage is. Water damage that is hidden behind layers of building materials will be harder to full dry out, and will possibly be harboring mold and mildew. The best option is to try to get as much air as possible to the area first.

This depends on the extent of the water damage. Minor water damage usually only requires the replacement of drywall and/or carpet. If the water damage has affected the frame or sub-flooring, a rebuild might be in order.
