A few things that can be used 1) Elastic rubberized sealer 2) find the source of leakage and spray painted sealer 3) latex-based caulk that adhere well to concrete

There are a few ways to seal a foundation some people coat the outside with a layer of tar to keep the element out. Although effective it can be messy. There are consumer sealer also available to coat the foundation with to keep everything out.

Any lumber company will offer numerous compounds for sealing concrete and/or repairing cracks. Damaged stone or masonry foundations aren't as easily repaired and may require replacement.
