I very highly doubt that it is possible to paralyze your face while piercing your lip, but either way, you should always get your piercings done by a professional. What can result in doing it yourself is nerve damage or serious infection.

There are nerves all through your facial muscles, so yes, there is a risk of hitting one of them. Seek out a piercing professional, it is better to pay and know you are getting it done right. They are trained to know all the facial nerves and can help you with placement of your piercing.

I would advise to always have a professional pierce any part of your body. It's important for your health that sterilized equipment is used in a clean environment.

The only way you can be "paralyzed" is if you have an amateur piercer that doesn't know where to do it and hits a nerve on accident. Just make sure to get an experienced person.
