Your local Labor Board, which is run by the state, can help you with regard to your final paycheck. Your employer, btw, cannot withhold your pay for any reason. The number for the Labor Board is listed in the blue pages of the phone directory.

They can and they will if you call them to inquire about the procedures. You could also check out your state's labor department website.

Yes. In fact, the labor department in your state may have information about final paychecks on its website. If you are stuck, contact a lawyer.
