Can my modded NTSC PS2 play PAL games?

It depends on what type of modded PS2 you have, some modded systems disable the region locking in standard PS2 models, while others do not. There really is no definitive answer to this question, it all depends on what type of modifications your PS2 has.

I not sure if all modchip allow this to be done. Some out there will let you what movies from all regions so you should also be able to play games from other regions also.

It depends on the particular mod. Sometimes soft mods can allow this, some hard mods(chips) can also. Sometimes you need the chip and the software to run it.
