It's possible. Worms take nutrients from a dog's body and can make them not get the nutrition they need. This can lead to sickness. Get a dewormer that kills tapeworms.

Tapeworms will steal nutrition from the intestinal tract of your dog, diverting the nutrients your pet has just digested away from his own needs. Dogs will commonly loose weight, have a pot-bellied appearance, decreased energy levels, and a lack-luster coat. Gastro-intestinal irritation can also occur, resulting in vomiting and diarrhea.

Yes. As with any dog, dachshunds are susceptible to tapeworms. If your dog is scooting their bottom on the ground, passing blood or adult worms or if the dog is losing weight it could be tapeworms. I would advise you to have your pet checked you a qualified vet as soon as possible.
