Can I use programmable thermostats if I don't have central air or heating?

No, you cannot. The idea behind this is to allow you to save money your central heating and cooling. If you do not use such there would be no point.

Programmable thermostats only work with central air and heating units. The unit has to be connected to your heating and air conditioners in order to work and effectively heat or cool your home.

what's the point your going to freeze or sweat to death without any indoor envirmental control mechanism and than the temp will not matter, waste of money
