Can I repair a roof using plywood?

I don't have the money to do anything else.

Yes you can. the reasoning is... the plywood is glued cross grained... providing more strength. Glue is used as a bond between layers offering holding strength better than the wood itself. If the roof is installed properly, no water will enter and the plywood decking will hold

Plywood is used under the roll tarp and shingles when putting on a new roof or repairing rotted wood on an old roof. Make sure it's the same thickness.

If money is a problem, you would be better off using Oriented Strand Board or OSB. OSB is cheaper and has better nail pull strength (the amount of force needed to pull away from the nails is greater, so the material is more reliable). It's also better for the environment.

The plywood needs to be under the shingles, If you do not have money for anything else, go buy a $5. 00 tarp, place some weight around the edges.

Sure, you can use plywood under the shingles, but not plywood alone. Plywood wood alone will leak, causing more damage and more money. You might be better off putting shingles over the existing shingles. Check with the building department in your area for the regulations and follow their guidelines. You could have more damage if you do this cheaply.

That is what's typicaly used under shingles. Don't use partical board though. Try a tin roof if you're looking to save money.
