Yes, there are several sources on the internet that you can receive a free vin report for almost any car. Some of these may not be free but will be well worth it to find out the vin report of the car in question.

Vin reports i believe only come from the US , however you would have to check with the owner of the car to make sure how its done there.

If the car does not have an American style vin then you will have to use another service. I'm sure there are a few data check service available where ever the is located.
