Can I check the VIN number on my car to see who owned it before?

The VIN will tell you some about the previous owners of your car but it won't give you information like their name or address. Your title will list the last owners name though. You may try contacting your local dmv and they might be able to provide this info.

It depends on which country you live in. You can get a vehicle history report through a company such as carfax and using the vin number they will trace the cars history for you
