Well, bass bugs are -of course- meant for bass, but that does not mean that you can only catch bass with the bass bugs. Now, for an experienced fisherman, you would know what would take top water bait. If brim are spawning during your fishing trip I'd say you'd catch brim, too. Try fishing near the bank of a river.
