Can back child support be written off by the mother if she signs a release form?

This depends on what a judge says. Typically, back child support must be paid unless the court waives it. A mother signing a release form definitely can provide encouragement to sway the judge's decision to waive the child support. The judge, however, needs to look at what is best for the child, since that is their job.

The answer will vary from state to state as family law is regulated by states and is not mandated by federal law. However, most states do not allow this to happen as child support is for the benefit of children and only they have the right to revoke.

Yes it can. They are called Forgiveness Papers and once they are signed by both parties the back child support doesn't exist anymore

No, it cannot. Child support is for the benefit of the child, not the mother or the father. The money owed by court decree is still owed. However, if a parent releases custody of the child and signs away their rights, they may no longer owe child support from that point forward. Outstanding debt is still due.
