Sometimes, if you let it dry out completely (this can take several weeks) and do NOT try to turn it on until it's completely dry, the iPod will function again. It's a slim chance though. Opening the iPod up may help it dry.
Well sometimes they can be but usually only by a professional repair technician. Contact apple to see what they can do for you. They might just give you a deal on a new one though.
