Usually it can, yes. As long as you have reception on your mobile phone you can always dial 911, even when having restricted use. Usually you can dial 911 even without having to unlock the keyboard.

Yes, all phones are programed to be able to call 911 no matter what. You can also call 911 if your phone is locked or missing a sim card.
