A child should start using deodorant when you have notice a change in their body chemistry. This change usually doesn't take place until a child reaches the age of 8 or 9. It depends on the child. However, if you start placing deodorant under a childs arm before then you can alter their body chemistry and they will need to.

In most cases that would be at the age of puberty, when, due to hormonal changes, human sweat changes its smell. Deodorants only cover person's odour while antiperspirants reduce both sweating and smell. The choice depends on the kid or his / her relatives' or friends' advice.
